The Leicester School of Art was founded in 1870; the Leicester Technical School in 1888. In 1897 the two Schools merged and were taken over by the Town Council of the County Borough of Leicester and renamed the Leicester Municipal Technical and Art School. The 1944 Education Act promised secondary education for all, but the sector was challenged by lack of a substantial teaching force. Emergency teacher training colleges were opened while longer term solutions were sought. The City of Leicester began to plan the first post-war two-year training college in the country, the City of Leicester Training College for Teachers.
